Is there ～ ? は、There is ～. 「 ～がある、( ～ がいる ) 」の疑問文なので、
「 ～ がありますか。」です。
＊chance : 可能性、見込み
この a chance ( 可能性 ) という名詞の内容を説明しているのが、
the way I look at the people who work for me is part of the problem という「 節 」です。
「 節 」とは、「 “主部 ＋ 述部” を含む語群 」です。
この節の先頭には、接続詞の that があるのですが、
ここでは、その that が省略されています。
that がなくても意味が通じるので、省略されています。
